A serial bomber known as 'The Citizen' targets the Miss United States Beauty Pageant, er, Scholarship Pageant as the next target for his statement against moral oppression. A FBI team led by Benjamin Bratt places a ringer (Sandra Bullock) into the pageant to finally catch the dastardly bomber. Agent Hart (Bullock) however is a tomboy to say the least and needs the help of an effeminate beauty coach (Michael Caine) to transform herself into a believable contestant. While undercover at the pageant, she gets in touch with her buried feminine side, develops friendships and respect for the other contestants.

Pretty funny film dealing with beauty pageant clichés, Bullock's transformation, and the good-old boy agents. Bullock is engaging as usual, Caine is masterful in his prissy role. Bratt is simply a pretty boy. Ernie Hudson as the FBI boss is also a stiff. Candice Bergen as the pageant boss does a pretty good job as did restrained William Shatner doing a minor caricature of himself. Not a bad use of 2 hours, with some enjoyable stuff.

Rated PG-13 for language and a little violence.
