A covert agent for the UN (Wesley Snipes) investigates and is framed for the assassination of a Chinese Ambassador on the eve of a trade agreement.

Though full of plot twists and turns, or maybe because of them, this film is a jumbled mess with amateurish dizzying camera work, cheap dialogue, and unbelievable characters.

It's one redeeming factor is the action sequences, but some of those are ruined by "Blair Witch" type camera work.

Even the presence of two of my favorite lips (Anne Archer) couldn't make me recommend this.

Rated R for violence and language
